Sir Mark Boleat, Senior Partner
Sir Mark holds a portfolio of public sector, commercial and voluntary positions. He is Chairman of Link Scheme Holdings Ltd, Deputy Chairman of the City of London Corporation’s Policy and Resources Committee, having been Chairman from May 2012 to May 2017, Chairman of Governors of the City of London Academy Highbury Grove, Chairman of the Housing and Finance Institute, and member of the Advisory Board of IBDE.
Sir Mark has previously been Director General of the Building Societies Association, the Council of Mortgage Lenders and the Association of British Insurers and Chairman of the Channel Islands Competition and Regulatory Authorities and the Jersey Development Company. Sir Mark was awarded a knighthood in the 2017 Birthday Honours for services to the financial services industry and local government in London.
Sir Mark’s most recent paper on “Brexit and Financial Services: the story so far“ was published by Centre for European Reform in 2018.

Rudi has extensive experience in the worlds of business and diplomacy. Jacqueline Minor, Senior Adviser
Following a short period lecturing in law at the University of Leicester, Jacqueline Minor joined the European civil service, first at the Court of Justice and subsequently at the Commission. After more than 20 years’ working on Internal Market issues, including a period as Director responsible for Consumer Policy, she served as Head of the Commission’s Representation in the UK from 2013 until retirement in 2017. She is a member of the Board of Governors of the University of Brighton, an Honorary Senior Fellow of Regent’s University, London and a Governor of the National Institute for Economic and Social Research.
David Thomas MBE, Senior Partner
David has extensive experience in Trade Issues especially in the EU. David is the Executive Chairman of COBCOE the leading European Business organisations covering some 40 countries across Europe and another 30 across the globe. David is a member of the Advisory Board of IBDE.
David has spent some 30 years in the finance sector in senior positions of Coopers & Lybrand (now PWC) and several leading City of London Investment Banks (including Schroders and HSBC). He has worked all over Europe as well as the Middle East and Africa. David received an MBE from HM Queen Elizabeth II for his services to British Business internationally.
David’s engagement with Brexit
As Executive Chairman of COBCOE, David is regularly meeting UK Ministers and Senior Civil Servants, as well as senior representatives in the European Commission. David was the Lead author and chief editor of the highly influential “Brexit – Voices of European Business” report and was involved in the majority of the 28 business roundtables across the EU27 which most of the time involved Ministers from host governments and provided the material for the report. David also lead authored and edited the earlier “Evolving Europe” report on the reform agenda of the EU which was widely debated during the Referendum campaign.
David is an accomplished public speaker, with wide experience in speaking at a wide range of conferences and round-tables. In his work has travelled extensively across the EU meeting and engaging with business leaders and business organisations. He has spoken in-depth on Brexit and trade issues at international gatherings in the UK and across Europe.
